Resident Evil Revelations is your new take on Resident Evil style gameplay, and while it's the best looking game on the 3DS, that doesn't necessarily mean it's a very good game, because it's not.

You're missing a lot of 3DS games in each category, and it's also not fair to give equal weight to a 7/10 NFS game to a 8.5/10 Mario Kart game. I think this list is biased because you're including games for PSV which haven't released (Killzone Mercenary), but ignoring upcoming major 3DS games (Zelda, Pokemon, Layton, Ace Attorney, etc)
In the end it really depends on the type of buyer.
I think Vita is great for people who want to play PS3 games on the go, but other then that, I don't see much value to it. In terms of quality exclusives there isn't much available for the Vita. I only have Killzone Mercenary and Uncharted: Golden Abyss on my Radar, but I'm sure a lot of people would like the enhanced port of Persona 4. However like I said, a lot of people want to play PS3 games on their PSV, even if it's usually the generic NFS or Ninja Gaiden which gets a port.
I don't really give PSV any credit for playing watered down PS3 ports because most of the ports are only good at best, and 3DS can natively play DS games, so I save a lot of money not re-buying games. I also don't give credit for PSV being able to play PSX games because my PSP does that, and 3DS has Virtual Console which has a larger library.
3DS on the other hand is unique, it has several times more exclusives, and in general they are better rated exclusives. Plus with physical backward compatibility, I don't have to rebuy my games to play them on a 3DS XL.
Anyway. just to show you some of the bias in this OP, here are a bunch of games you missed:

See the difference? Plus I stopped my 3DS list at well reviewed games (above 75% on Metacritic), more then half of your PSV list is composed of 6-7/10 games...e.g. ModNation Racers (62), Ninja Gaiden (72 & 66), Jak Collection (67), Ragnarok (66), and the bulk of the PSV games you named fall in the 75-80% group. For 3DS you had Resident Evil: The Mercenaries (65), Castlevania (72) and the generic grouping of "Other LEGO Games (which score 6-7/10). Kinda shows bias....

Killzone is already out in Europe.
