Why?
The fact of the matter is, Microsoft has to comply with the law. In the EU, a judge has determined that the First Sale Doctrine (as it's called in the US) still applies to digital media and that companies must make provisions for that. That is, consumers must be able to resell their digital media if they want. So, in part, Microsoft halting its active DRM policy without having certain features in place would have caused it to meet with contention in courts in Europe.
Not to mention, I know I recommended many of the features above to Microsoft and I have to imagine there were a fair number of like-minded people who did too. Whether what CBOAT says is true or not, doesn't matter. In the end, the smart thing to do for Microsoft is in-line with what he wrote. There are several additional things that Microsoft can also do, which isn't included there, but that's a different thing altogether.
