11 million sold to retailers dude, thats what they were talking about. Thats how they record their sales.
But they cut it to 9,5 million sold to retail by the end of the fiscal year.
expectation for sold to reailers in this fiscal year (03/31/2007 -> 03/31/2008) was cut doewn from 11 to 9.5 million - in the running fiscal year Sony sold ~ 7.1 million PS3s to custumers (going by vgchartz numbers) at this point

Yeah, they wanted 11m sold to retailers this fiscal year from 1st April 2007 - 31st March 2008. They have now reduced this number to 9.5m sold to retailers.
I wonder how many units retailers will hold compared to the actual sold to the public numbers? 1m, 2m?
In any respect, sold to public numbers should be around 10-10.5m by the end of March, with around 8m or so actually sold to the public in this fiscal year.

It's within the fiscal year they need to reach their goal, NOT from the PS3's initial launch.

It might be helpful to look at Sony's numbers in terms of total installed base expected:
At the end of FY07, Sony stated that they had 5.5 million units sold and expected to sell 11 million in FY08. This means their target was 16.5 million total units for March 31, 2008.
At the end of Q1 FY08, Sony redefined what they meant by 'shipped'. This defined 1.9 million of their units from Q1 as not shipped, so this was the first time they lowered their overall forecast. Now, the forecast was for 14.6 million units total for March 31, 2008.
At the end of Q3 FY08, Sony further reduced their shipment numbers to 9.5 million for FY08. This reduces their expected LTD to 13.1 million units for March 31, 2008. Here's a table:

As you can see, Sony forecasted much more than they could possibly ship, and because of that they had to revise their numbers twice. The first revision, however, was a very sneaky revision -- redefine what we mean by 'shipped'. Effectively, they revised their previous shipped units from 5.5 million to 3.6 million, without going back and stating that explicitly.
Keep in mind that these are units sold to end users as most observers would note that there's no way in hell Sony will have 13.1 million units sold to end users by March 31st of this year. They're units shipped to retailers.
