I believe Germans dont spy on America at all. And they are genuinly shocked. After Hitler Americans were held in high regard. Obviously that perfect image detoriated in the last two decades.
America succeded in making Germany a nation of pacifist now that they are it feels kind of like an betrayal to spy on Germany. Afterall those democratic values were thaught to germans after WW2 by americans. Has Germany done anything in the last 60 years that would make them a target ? And I just doubt German Spies are capable of tricking the US for 6 decades. America seems to have serious trust issues when it comes to their allies.

well, it's about the whole eu, a german magazine was just the first which got or released the information first and they obviously mention some stuff the nsa did in germany but the nsa did the same with other eu countries.
