Another thing mentioned by Greymon is that TBP is apparently amazing, so probably the purported 7900XT (full Navi 31) will not consume much more than the 6900XT, if at all. I'm expecting a TBP of 300-350W here, which would be quite a bit less than the 4090.
So if that holds true and Rasterization performance is a bit lower but still within reach (as in, less than 10% slower), it would still be pretty competitive - especially if the pricing is lower. I hope that the 7900XT will come with the price of the 6950XT, which would undercut the 4090 by a whooping $500 and directly against the 4080, which it should beat rather easily in raster.

I wouldn't believe everything Greymon says as he's been wrong about a lot of things. I remember how much he was hyping up Zen 4 and we all know how that turned out.
Personally I think that TDP won't be any less than 400 watts. The reason is that AMD already announced 50% performance per watt but they are also more than doubling the core count while upping the clocks. I highly doubt they can keep similar TDP as the 6900XT without sacking a lot of performance.
I think Raster wise, 7900XT will actually be faster than a 4090 by 5-10% but I can certainly see the RT being slightly faster than 3090 Ti. I do have doubts for RT though considering what we have seen in the past but we will see. I can certainly see them undercutting Nvidia by $500 but personally, that won't matter for most people as we have seen the market share differences with 3090 vs 6900XT in the steam survey as well as other sources. Cause if you are gonna spend over $1000 for any GPU, most people would go for the one with the least amount of compromises which will be the 4090 with competitive Raster, significantly better RT, Ai upscaling, Reflex and a pretty sizable lead in workstation tasks. AMD needs to beat Nvidia in not only Raster but RT and needs a Reflex alternative to even be in consideration for most 4090 tier card buyers imo.
