For reference, RDNA 2 launched on November 18th 2020 so it's confirmed they will be launching sooner this time around. Although it could also be the announcement date since it's kind of odd to give people the release date before the announcement date. Most likely they are waiting to see the prices of Lovelace so they can position their GPUs more accurately.

AMD seems to be a bit of a troll these past weeks, launching their CPUs when Intel will announce theirs and now announcing the launch of its GPUs when Nvidia will reveal theirs.

The first one may work, but this one certainly won't.
