Well there's a lot of potential ways this could work.... and many others which could lead to failure.
I imagine that hardware for a TV based Android device won't just be for games though they would play a significant part. I would envisage all of Google's services being available and syncing your phone, tablet and TV/console at the same time. That would be the bare minimum to get this working. The hardware would also have to be a fair bit more powerful than typical Android devices. If AMD can get a decent ARM chip combined with GCN2.0 for a new wave of APUs then that could also have potential. NVidia's Tegra efforts have largely been lacklustre when put together with the competition.
