Most developers who have publishing houses in the US don't allow a third party publisher to license their games. Both XSeed and NIS have attempted to gain the license of the Tales games and were refused.
It's astounding how many people are pushing Namco Bandai as their preferred publisher though. They might be releasing Tales games in the US right now, but just look back at how many Tales games and how many we've actually received in comparison. The same thing would happen with anything Atlus' developers push out except for Persona or SMT, but most of the SMT games would also probably not be released.
Soul Hackers has only sold 50,000 in the west. If it Atlus was owned by Namco Bandai I can guarantee this game would have never made it over. Vesperia selling 280,000 didn't seem to be enough for them to have later released the PS3 version over here when they have just about the entire game localized already.
