The game is not as aweful as people make it to be, but it is clearly not a good one.
The game is almost as slow paced as SFIV + combo are far too long, wich extend the "slow paced" feeling + the tag system . Quite killers elements for a game that shoudn't be take seriousely and meant to be 100% fun. Throw sucks, even in the 2013 vers ( lacks of range + character walk slowly, wich is bad for tick throw ). The gem system is ass without any discussion possible. Pandora mode is ugly and useless, the game would have been better without it. The stages elements move way too much, wich is distracting and annoying. Net code is rumoured to be "almost decent tiers" wich is not something you want in a 2D fighter.
On the graphic side, their too much effect on the screen in my opinion. The characters feel "wet" wich is pretty weird to me. And of course the game inerhited SFIV main artistic direction.
All in all, they're too much useless mecanic, the game is quite ugly, it is slow paced, not that funny and the features are average at best.
The game also suffered from the decision about the whole "dlc character that are already on the disc". But even without this bad reputation, the game is clearly not a good fighter. You can have some fun with it, and it is worth 10$ ( no more ).
Oh, and Jin and Steeve have a fireball..
The game has some good points too : Tekken character are perfectly well rended in 2D gameplay. It's obvious the guys who made them were not lazy. A single quarter forward for super is something almost everyone were asking for a long time now. They're a lot of characters ( I do not think it's good for a fighter, but people seem to like large cast ). The game is "easy" for a fighter since they're less strategy and combo are magic chain.
Even with those fair points, the flop is well decerved in my opinion. Frankly speaking, they're too much good to very good fighting game to bother with this one. SFIV, TTT2, KOFXIII, Tekken DR online... Without taking in account past games who are still heavily played today on ggpo/supercade ( SF2turbo, SF3.3, Tekken 3... ).
