A sniper reveals his presence, if not position, upon taking the shot. This would apparently take days to know something is wrong.

Maybe the government has already done something like that?
But X-rays are kinda lame. A neutrino beam weapon shooting through the earth and silently killing people on the other side would probably be the weapon of choice for any government. A nuclear physics prof once told us that they really have to calculate now whether the neutrino levels produced by some large scale experiments are safe. Not sure if she was right, but that's what she told us.

Super Mario 3D World= Won't help at all looks cheap. (Currently the most sought after Wii U game and continuing the Wii U increase.)

Photons don't decay. You'd just need the power (intensity) high enough to injure at that distance, because it spreads out proportional to distance squared.
Now they will work for the governement. Happy ending for everyone but the humanity ....
