The American public is currently focused on the primaries for a new President. While the President can propose a budget, only Congress can pass one. And I doubt that is going to fly with the current leaders in the House and Senate.
Numbers are like people. Torture them enough and you can get them to say anything you want.

You know. I think John Tyler is getting the shaft in that list too... then again i'm not a historian. But I mean Tyler never did anything horrible as a president.
As a person he sucked, he was pro-states rights to decide slavery... and he died as he was about to become a member of the confederate congress... but none of that has anything to do with him being president.
He probably deserves to be ahead of Grant. He was a traitor, but that was after he was president.
