Now both console are "DRM free, used/lend/sold games allowed", but what if

Since if I buy an Xbone (not that I would) I can then purchase Forza, install it on my Xbone. Then "sell" the game to my friend. Then he can install the game, Then "sell" the game to another friend and he can install the game on his Xbone.... etc etc etc

Now we all have the game installed on our system for the price of one?

Nope the deal, and I believe it's the same on PS4, is that you will always need the disc to play like you would usually. The installation is just an activation and the saving of some game components but not all the game, so If you sell the disc even though you installed it, you won't be able to play it.

It only work if you bought the digital version, because then you didn't pay for a disc but for an online access to the game or complete installation, and it can only be accessed from your xbox and account.
