mgs4 vs. killzone 2
Killzone 2, for two reasons:
1. Sony is willing to sacrifice a hell of a lot of money on a killer app to save their console. Konami? Not so much, unless the game was intended to only be timed exclusive from the beginning. Even then, it's highly unlikely that they'd let even Kojima run rampant with a bottomless game budget.
2. I'm pretty sure Kojima Productions are more experienced money managers than GG. They've just been in the business far longer, and know how to stick to deadlines and budgets (though sometimes delays are inevitable).

I've heard MGS costs somewhere between 15-40 million.
Killzone, 40-60 million.
So i'd guess Killzone. I'm sure Sony is backing a large part of Konami's bill on MGS to keep exclusivity though.

Some PS3 developer said MGS4 is at about $70 million already, I just don't remember which one right now.

I don't know, I'm guessing MGS4 as I find it hard to believe anything could top that $70M figure that was said by whatshisname.
Both must have massive budgets though, lets hope they pay off.
