I doubt this actually takes that much effort if Sony is mandating it. Probably just putting your game through some established pipelines established by Sony to have the correct resolution for the Vita.
That's my take on it but I'm no expert on this and neither do I have a Vita. I might however end up buying a Vita if they make a PS4 Vita bundle that is of good price.

Shouldn't be difficult or costly for developers to do it. They won't be making two versions of the same game as some people think.
PS4 will work as a server and Vita as a Client. Also, Vita shares almost the same button configuration as PS4, it won't be a hard to adapt the controllers.
I hope they don't mandate it, may lead to similar issue when Nintendo mandate stuff (like quality games lol) on their consoles and developers left for the competition.
Remote play (streaming gameplay) and using Display as second screen like Wii U (displaying extra content) are two different thing.. the former doesn't take much effort and only benefits the gamer's
Great news for the Vita! Adds a lot of value to that handheld
Remote play is mostly automatic and done by dedicated hardware, so developers won't have much work to do. The thing Sony is mandating is for developers to provide an alternative controller scheme for the Vita if their game uses L2/3 and R2/3 buttons which the Vita lacks.
I don't get the reason why people should be ranting about this. Are you guys devs or something? I can maybe understand if they're devs but you're kinda still talking out of line.
Let's hope there's gonna be some sort of solution to the possible headaches and bottlenecks. Like the PS3 in it's starting time, devs had a hard time with the thing. Now look where it's at.
