If you look at this link you'll see that the Vita has sold 4.65m unit worlwide vs. the PC which has only sold 0.(Assuming this is rounded down)
Vita is currently the 21st best-selling video game console/handheld in the world. It needs less than 4m more sales to surpass the Dreamcast.
