If you are comparing raw number crunching as comptuing power it's actually more like 18.75 times since that's what you get for single precision floating points if you compare with the $1000 Titan... I wonder if they are comparing double precision? FP64? The Titan is definitely better at general tasks, but could it make up for the discrepancy? Who knows.
So in the end you have either an article comparing a $1000 GPU with an 8-year old $200 Console or some layman journalist is buying into Nvidia's latest jam at consoles...
