Nintendo simply didn't want Unreal Engine 4 bad enough. They could've had it easily.
A cheapo AMD 7750 GPU could easily run Unreal Engine 4 in 720p.
They designed the Wii U around the concept of low power consumption and a small casing size to be appealing to Japanese housewives IMO.
In Japan, especially after the earthquake, power efficiency is a priority.
Also I think they just built the Wii U checking off a bunch of boxes. Last gen chipset + controller gimmick + Wii name is the same formula as the first Wii, so they probably just figured that same concept would work again. The 3DS is the same philosophy, basically the same thing (PSP-ish graphics + DS layout + new gimmick of a 3D screen).

Nintendo doesn't give a **** about Western developers or needs, they've completely divorced themselves from that sphere when they washed their hands of Rare, Factor 5, Left Field, etc. etc. etc. and went a completely different hardware route with the Wii.
