I can't find any worldwide numbers. According to a report for the US only, in 2012 it was

14.8 billion total (down 9% from 16.3)
7.09 billion on new consoles + video games (down 21%)
1.79 billion 2nd hand sales
5.92 billion digital download spending (up 16%)
Another NDP report claims 4.04 billion console hardware sales for 2012 (down 27%), that leaves 10.8 billion without hardware.
The question is how does the rest of the world compare to the USA.
In the 2nd article from the op they do admit that

It seems that they do include gaming peripherals for the pc market:
