its 31 Million, accept that. they didnt say all users, they said active ones. meaning the ones you use it. they make money through microtransitions, they also market and advertise games on it, so it might bring them money from developers who want their game advertised.

The article itself doesn't say "active" users. Only the title for this thread mentions "active" users, so I'm not sure why the OP put that in the thread title.
From the article:
" The content will be available to more than 31 million PlayStation Home users around the world."
No mention of "active" users. They most likely mean 31 million have signed up/tried PS Home at least one time since it's inception.

this post pretty much explains it

So it looks like it's exactly as I said it then.
http://www.gamasutra.com/view/news/29158/Buser_PlayStation_Home_Model_Is_Quite_Profitable.php
"Buser can rattle off the latest Home numbers on command: Over 100 games on the service; average user session of 70 minutes; over 50 virtual Home spaces; 85 percent of Home users at any given time have been there before; and 14 million users (defined as anyone who has ever downloaded the client and come into Home)."
Basically anyone who has ever downloaded Home and come into Home is counted as a "Home user" even if they've only used it one time, ever. Looks like 31 million users have tried Home at least one time. (I wouldn't call those active users though.)
