Still if you reject every game that sell half a milion copies or less it's gonna cost you... it's not like MS would have to publish it, just give them a devkit...

If I remember correctly MS didn't reject Stranger's Wrath HD. MS just has a stupid rule that all XBLA games must have a publisher. Oddworld Inhabitants didn't have a publisher and couldn't find one. I think MS didn't want to publisher it either and one reason could have been that the original has backwards compatibility on XBox 360. I think I also remember that the HD version was going to go over the size limit for XBLA games.
So yeah, there were a lot of reasons that it didn't happen. All of them are stupid because MS has too many rules for XBLA games. But I guess it's better than the wild west of something like the Android Play Store where anything goes. MS should get out of the way and let games on XBLA so long as they meet quality and content standards.
The only reason I can think of that MS would require XBLA to have a publisher is they have some kind of contract with publisher who don't want indie devs to have equal rights. If this is the case it is bullshit, but MS did build the first major console digital game distribution channel so they had to bring law and order to the wild west. Hopefully MS will loosen things up in the next gen.
