When 4.40 came out news seemed to be it was just systemstability

but i just looked on playstation.com and it seems there is a new feature in it, just not availble yet.

System software update 4.40 will allow users to download content purchased from our online store to their PS3. This feature is not available yet and will be activated in May 2013. Keep an eye on eu.playstation.com for a detailed guide explaining how to make the most of this feature.

Sorry if this is old news but i never saw anything about it.

As it is now, you can buy stuff from the Playstation online store on your PC and add it to your PS3/Vita download list. Perhaps it means you can actually start the download from your PC?
