Rediculous, PS+ users talk about "free games", because it's too much of a hassle to talk about "games I got through my subscription, which I can use as long as my subscription runs without paying money additional to my subscription". Not because they actually believe they were free.
By the way, the reason to critizise XBL Gold in that respect is, that for the same yearly/monthly fee you get a ton of additional content on PS+.
Yet there are free to play games available on PSN, which you can play online and offline without paying particularly for playing it. (ofcourse you have to pay for the console and for internet and for your TV and electricity and all that stuff)
I have no means to play Happy Wars, but earlier in the thread somebody said you have to unlock at least parts of the offline campaign through leveling up in multiplayer and for multiplayer you need to pay for Gold (or hope for some free Gold access promotion).
So, if that poster was right, then there are legitimate reasons to critizise it's self-proclaimed "free to play" status.
