Likely this means very little, he is but one man. There were likely half a dozzen game designers below him and a game director above him, in a team that spans hundreds of people across half a dozzen studios around the world. Ether he got a better offer and he took it or Ubisoft let him go because he wasn't doing a good job managing the team (unlikely considering how FC3 turned out) end of story, it's not like you go to EA to work on Need for Speed because you want more creative freedom or less pressure. And Ubisoft does not work on games like say a studio like Irrational games does where there is a very high degree of authorial control from one guy.
