Most likely yes due to technical reasons.
GoW4 will use Unreal 4, thus it will need a lot of power. So unless the 720 is up to specs (and rumour is that it is not), then they simply can't run it.
Either that or a PC exclusive.
I don't see how a third party IP becoming multiplatform would be such a huge shock. Epic need Microsoft more than they need Gears. I'm pretty sure Epic make most of their cash from licensing the Unreal engine, they used the 360 to push their engine last gen. It maybe they think they don't need the support of Microsoft to get their game in the headlights but then I think they'll find the Gears IP going the same way Quake did if they do switch and their engine along with it.
Either way I think most Microsoft fans wouldn't care unless it went exclusive to PS4, that's the only thing capable of causing a meltdown with the Gears IP.

Could happen, and it fits into that rumor someone here posted a few days ago about MS losing a major exclusive.
Don't think we'd see the same level of meltdown like when FF13 was announced to be multiplat, but I could see some outrage/downplaying/ smugness happening around here.

I just don't know but playing on Gears 2 Horde was just simply "simple!" and it was so straight forward and "old-stylish" - what I am trying to say is that you couldn't build stuff around your map to make your "hole" a better protected hole which simply made Gears 3 horde arcadish and too easy which kind of was the point if they wanted it to be more casual.
Gears 2 had som excitement and it needed one hell of a teamwork to even have a succesful round(after some rounds of course) and the thing with Gears 2 horde was that you could DIE, I mean what tha hell after some rounds on Gears 3 you had a lot of money and if you were 5 persons you could just secure a position and sit there.
As for Beast mode it was fun for 3-4 hours but then it became sooooo repetitive and boring
You would think that Gears would go multiplat, but microsoft doesn't have very many franchises to lean on in tough times. Actually they don't have very many franchises PERIOD.
Halo, Gears, and Forza? I don't know a single person who cares about forza over Gran Turismo, but still. I would fully expect microsoft to do the only thing they can do lol, throw money around in order to secure more Gears exclusives. BUT who knows, they may choose to let it go multiplat, technically it would be for the best. More exposure, skyhigh sales, company can boast about multiplatform success etc...
Ms might not have a choice.
