I think we can stop bullies if we can stop creating them. Parents need to spend time with their children and help them through the sociopathic adolescencet stage. In order to stop the bullies that are already there, the only measure that I think works is threatening their safety. That is a case by case approach of finding out what makes them fear for thier saftey and then expose them to if for 8 - 12 hours.
