that requires the dev team to implement it. and God forbid the poor dev teams would have to do more work xd...it looks like sony wants to make it possible for every game

That's not the case though, if this is true. This says for $40 a year, or $3.33 a month above the current PS+,  you could stream a selection of games from Sonys servers. This is an added service seperate from the rest of your games. So whether you have this or not, your copy of COD:1X will play exactly the same. 

Besides automatic updates and cloud saves, you can buy everything PS+ offers, it is just more expensive.

Downloadspeed is actually not that important especially if they start to compress it with H.265 which was just released and cuts the volume in half without quality compromisses. Whats actually important is latency and this  can sadly be a problem even with a 100 Mbit Connections. It all depends on how far you are away from the next datacenter and what kind of connection you use. Wifi can make it unplayable for example. Or just general internet lag during peak times.

Yes, but it's still there and you can directly record with an eye camera or upload a video to your system and edit. It's not something I would advertise and say "ay for this" when you already have a version for free.
