Always online will never happen (until everyone and their monkey has fast internet access that is; still a good decade or more away).
Blocking second hand games just makes consoles even more like PC's, so long as the games are tied to YOUR ACCOUNT and not YOUR CONSOLE.
If they are tied to your account, you could still go to friends' houses and play the games as long as you can sign in to your account there. This makes much more sense to me and is very much like Steam games and the like. Actually this is basically how it is right now for all digital download games on 360 already.
