PS3, Gaikai, and Vita will not even be mentioned unless they are directly important to how the PS4 works. All that stuff will be shown off just a few days later at Destination PlayStation, an event most people seem to be forgetting.

Feb. 20 is solely for the PS4, 100% guaranteed.

Have they ever taken more than a hour, a hour and half? We were all expecting groundbreaking announces for Vita at E3 2012... didn't happen. I set my hopes real down.

You asked if they had a 1 hour limit... they don't. There is a big difference between 1h and 1h30. And yes E3 2005 was 1h50

PS4, PS3 and Vita, it will definetly be 2h or very close.

E3 2013 will have groundbreaking announcements for Vita, expect major titles and rebranding, possibly new Vita2000 and pricecut.
