Check the last response: "After lots of research on the net, and thanks to google translation.. I found that this error occors when the download servers are too busy. Just wait a bit and try to download again. I actually just got mine downloaded after waiting about 3 hours."
Hopefully you get it fixed!

I also did this search but couldnt find any solution. the problem persists for 3rd day now.
I have another question though: is it possible that my router prohibits psvita from getting connected to ps3? (ps3 is wired connected to my pc and is online)
You are using your cord to connect to your PS3 right? I'm not sure why your router would interfere with a direct connection like that. Maybe you should call PlayStation's tech support.
Before the PS3 everyone was nice to me :(

Does the same problem happens when you try to use content manager when connected to a PC?

Hmm that's bizarre, my PS3 is connected to the router via cable and I had no problem (even though I probably used for it just once). Sorry, can't help you right now =/
have you checked the vita's error log it sometimes gives the reason usually vague but a reason non the less,
all I could find out by google was something about having your cable attached to the PS3
Research shows Video games help make you smarter, so why am I an idiot

As u said. the error reason is pretty vague: an error has occured. I think there must be smthn with the pc/router/ps3 cable connection.
