They might be referring to the games themselves rather than the consoles.

It means what it says. Their "gen4" content has yet to be delivered. It is not referring to console generations.

the 'gen4' bit is an internal definition they are using. I saw several users saying it's most likely defined by the 3d engines by DICE or something. Bascially they are saying wiiu doesn't meet that requirement but they also give it a nod by saying it is infact next gen system. (the latter is most probably based on the time of release than anything else)

It's basically a combination of, "We think Wii U is next gen" & "Wait, what is next gen? Is WiiU even it? Either way we'll make money."
I just can't wait to see the meltdowns when PS4 and NeXbox come to light and they aren't even as amazing as fanboys are expecting. Our spec cap for affordable yet quality gaming is coming soon enough. This balance could read out to another gaming industry crash in a few years. If you don't believe me, see PSVita. 
Wii U to PS4 won't be such a huge disparity compared to Wii and 360. The diffrence will be around PS2 to Xbox1 at the very most!!!
