Good point. Alright Ill change that. As long as the game released in MOST Territories in 2012 then it can be voted for

The problem persists. Xenoblade -- released in Japan in 2010, Europe in 2011, NA in 2012. Still ineligible every year.
My suggestion would be to count every vote, and if a game like Xenoblade should win, say, best Wii game, split that category into "best Wii or Wii U game (NA)" and "best Wii or Wii U game (other)", with the runner-up taking the latter category. It's unlikely this will be a problem for most categories.
Anyway--
Overall Game of the Year -- Journey
PS3 Game of the Year -- Journey
Xbox 360 Game of the Year -- Halo 4
Wii / Wii U Game of the Year -- Xenoblade Chronicles
DS / 3DS Game of the Year -- Kid Icarus: Uprising
Best RPG -- Xenoblade Chronicles
Best Fighting Game -- Persona 4 Arena
Most Anticipated Game of 2013 -- Fire Emblem: Awakening
