The problem persists. Xenoblade -- released in Japan in 2010, Europe in 2011, NA in 2012. Still ineligible every year.

My suggestion would be to count every vote, and if a game like Xenoblade should win, say, best Wii game, split that category into "best Wii or Wii U game (NA)" and "best Wii or Wii U game (other)", with the runner-up taking the latter category. It's unlikely this will be a problem for most categories.
