Remember that Unearthed game on xbox? Now that was a clone of Uncharted. But is the new tomb raider a clone of Uncharted? Heck no, it is "inspired". PSASBR is in the exact same boat. Inspiration and even making an alternative version are fine as long as they don't use their similarities to advertize.
This game is inspired and improved, not cloned and cut down.

Emulation and clone are just two words to describe the same thing.
If PSABR made legitimate improvements and advancements over Smash Bros, then that might be a good thing. I don't think that's the case here. PASBR makes few changes, and of those changes not all of them are good things. I don't think that this game will be a challenger to Smash, and I don't think it will change the course of that franchise.
As JoeTheBro points out, there is nothing wrong with getting inspiration from another game and putting your own spin on that formula like Darksiders, Okami, Little Big Planet, Xenoblade, Ratchet and Clank, and so on so forth. Nintendo doesn't own the sole rights to make 3D Platformers, 2D Platformers, Action/adventure puzzlers like Zelda, or mascot fighting games.
Where I disagree with Joe is whether or not PASBR makes any improvements. I don't think it really makes any meaningful improvements over its inspiration. The only real difference people could point out is the KO system, and I don't think that's enough to make this game stand out.
Mashed up stages are cool though.

Idea here is to make games in a genre their own genre, so that way you can say a title by a competitor isn't a knockoff/clone, but merely another game in the genre. By doing it your way, you ended up making All-Stars look like a Smash Bros. knockoff/clone. And one can then argue that Dante's Inferno is not a knockoff of God of War.
it feels like what super smash bros would have been if nintendo didn't rehash and re release the same game with a different skin every gen.. and they actually decided to push it and enhance it significantly from the previous release.. it feels like an upgrade.. and PSABR is a very good game..

Its one of the most shameful clones the world has ever seen. Its what you get if Ninty did everything wrong with smash and put these characters in it. PSABR is a very bad game.
