No, she was right. Obama did call the attacks an act of terror. She said if Romney meant "terrorism" and not terror, than he would have been right. That may be what he meant, but he used the wrong words.

You could argue that Romney meant terrorism, which would be accurate, but that's not what he said.

He said acts of terror, in a speech that mentioned things such as 9/11... and never referred to the incident as one... and followed by referring to it not as a terrorist incidient and spontanious violence for days and days after.
The fact checkers generally back up romney, and the debate moderater admitted she was wrong.
It's really clear cut.
