That's exactly what it is. The size of the game shown on the Playstation Store is download size, not the size it will take up in storage. Game content is compressed for the download to make the download quicker/smaller for users. You ever notice how once the download is finished, the game has to "install"? Part of that "installation" is uncompressing the game data, making the storage size of the game larger (how much larger depends on how it was compressed in the first place). I think the OP should try to indicate which size is being referenced for each of the games.
Anyways, credit to Salnax for doing a fine job on these threads (both Vita and 3DS versions).

Thats really fucked up then. What good is a game that I can download but not install and therefor play? How come that the PS store and the Nintendo Store are utter garbage anyway? The size of game is a vital information for me and I don't understand why they don't include this information half of the time and now I must learn that the other half might be wrong? It's not really an issue with Nintendo because games are small and memory is cheap.
