Backward compatible cuts both sides.

Level 5 - 1 vita multiplat
Fantasy Life
Inazuma Eleven Go 2 + Inazuma Eleven 1.2.3!! Legend of Endo Mamoru
Little Battler eXperience W
Professor Layton vs. Ace Attorney
Professor Layton and the Ruins of an Advanced Civilization

+ 2 unannounced game (1 is probably Youkai Watch - most likely for PS3)
Capcom too - no Vita

Lost Planet 3
E.X. Troopers
Airu De Puzzle
And Sega - 1 Vita Multiplats
Electronic Arts, which is partnering with SEGA in Japan this year, will be bringing 2 more
But like I said, they're all partial, so that does not means no vita games. It's certain some games (even a lot) will be announced. Especially since Sony attends TGS too, unlike Nintendo.

I think this TGS will be all about the PSP and 3DS, with some games for WiiU and PS3, and Vita.
Fewer games than expected for Vita so far, but still very early days.
Of the big ones just Konami and Sony haven't released their line-up yet
Konami most likely won't have big surprises since their biggest game just got revealed .... BUT there's always that Goemon teaser :)
But the spotlight is all on Sony now
We also ignore what Tecmo Koei has in stock. Ninja Gaiden 3 should be there, and then there's the chance of a new Dead or Alive or Dynasty Warriors.
Maybe even a new Fatal Frame/project Zero for WiiU with the controller as the camera.
Please excuse my bad English.
Former gaming PC: i5-4670k@stock (for now), 16Gb RAM 1600 MHz and a GTX 1070
Current gaming PC: R5-7600, 32GB RAM 6000MT/s (CL30) and a RX 9060XT 16GB
Steam / Live / NNID : jonxiquet Add me if you want, but I'm a single player gamer.

Yeah, Tecmo too. Not on the same level of those I mentioned, but definitely reigns supreme in the 2nd row
It's just unfortunate that TGS does not have Atlus, Natsume, NIS and Falcom.

Ah, but they do "attend" to it
1 - They will probably have a conference close to TGS, like most previous years.
2 - Other companies announce games for their systems, it's not like there will be no 3DS support or Wii U if Nintendo is not there.
But in the same way, I think Sony can, for example, announce an Atlus Vita game during their presentation or a Capcom's. It's still very open.
