My favorite addictive and cheap games were Boost and Fruit Ninja. Both are great and addictive, but like most ios games they wane over time.

If you do have a 3rd Generation iTouch like me (the newest is 4th gen), you could have problems playing certain games designed for the more advanced iPhone 4S, but I'm sure you knew that. games like Infinity Blade II Modern Combat 3, and other graphically intense games (or big games like GTA3) will lag on your iPod and make the experience not as pleasant.
For smaller quickfixes I suggest Doodle Jump, Fruit Ninja, Tilt to Live, Tiny Wings, Air Penguin, and Squareball. Most of these are 99 cents, with the exception of Tilt to live, currently $2.99. Most of these also have lite versions you can try.
Best SNES-style RPG's:
Zenonia series, Illusia, Inotia series (but not the first one), Ash. There's tons of these 2D RPG's, and many of them you can pick up for free, if you wait for very common promotions and sales.
Best Puzzle Games: Unblock Me free, Fragger, Robot wants Kitty, Ragdoll Blaster 1-3, Slice it, Stick golf, Trainyard, Cut the Rope, Doodle God, Rolando 2, Osmos. I'm a big fan of puzzle games on iOS. It just works so well, and there are a ton of innovative games. the publisher Donut Games also has a large amount (30+) of unique addicting puzzle games, many of which you can get for free.
Depending on what iPod you have, your choice of games could expand greatly. The thing is, the 3rd generation iTouches are not the same, even after you disregard the flash memory capacity. The 8 GB model has the same processor from the 2nd generation or iTouches. The 32GB and 64GB models have the 3rd generation processor, so it can run 3D games more smoothly, and can be compatible with newer games. Games like Dead Space (graphics-wise) would not be able to run on the 8GB model, but can run on the 32 and 64 GB models. Keep in mind this only applies for the 3rd generation of iPod Touch. The 4th generation all have the same processors.
Anyway, the App Store is full of surprises, and great games going free for a short period of time is very common. Don't be surprised if you purchase a game soon before it goes on sale, or even becomes free for a day.

graphics are good and the game is awesome
I've recently been playing New Star Soccer. It's only 69p/99c for the career mode, but it's free to try out at first. It's kind of like a mix between Football Manager, Sensible Soccer and Subbuteo, and is quite addictive. Worth checking out if you're into the sport at all.
