Because it's part of the lie detector rules. See there are ways for getting around the lie detector. You could do something like..

"I'm not mafia"

(a seria killer could say this and then get accidentally confirmed)

"Here's just an example, I am town"

(it's technically not a lie, since it's just an example)

Just putting it in quotes, or even quoting someone and removing the outer box while maintaining the text and moving an "example" 'I am town' and bolding it, could give the appearance of saying that one is town, but what they're actually doing is just quoting someone else.

There are lots of ways around a lie detector, and just using a picture could technically not be "verifiable".
