In the scenario you mentionned the person with 4 votes would be lynched as soon as the last vote was cast (no matter if that vote is for that person or not). The reasonning being that all votes are cast and that that person has the most votes.
What I'm not sure about is what happens if you have a town of 10 and the vote split is 4-2-2-1. I think the person with 4 votes gets lynched right away because no matter who the last person votes for, the player with 4 votes still has the most votes.

I used it twice before in big games. I agree it does have some drawbacks. Town hates it because it makes them think twice about voting. Scum love it because it gives them some power over lynches. I love it because it speeds up days that will otherwise drag on.
I promised chaos, no?
Still I may change it back to normal voting after I have my characters and roles all sorted out.

At least this time, we know beforehand. The first time hatmoza used this voting system, he didn't tell anyone until we had a surprise lynch on Day One.
