Weight is a factor but people also build up a tolerance to alcohol as far as "seeming" drunk.

I don't think manuel was faking it, but on the other hand being drunk and not drunkenly confessing to being mafia isn't exactly proof that he's innocent. It's just a dead end, people.

Sorry for everything I wrote last night. :( (Also, please disregard all that.)
I usually don't drink, so when I do I get drowsy pretty quickly and tend to talk a lot. :/

Even if he's telling the truth (especially if he's telling the truth), IMO you should use your investigation ability.  Ninpie protects you tonight, tomorrow you know if someone is mafia or not. 

That, as opposed to you protect Ninpie one night, someone else dies, and you still don't know anything new.

he claims he can protect someone, scan someone and knows someone who is town. If true he's one of the more powerful people town has left and should be protected.
