Well kind of, the thing is that the American market is much more seasonal than the japanese one, so if they release something in april, may or june there is a better chance that it sell anyway in Japan, but in America it may struggle more than required.
Also other games that you may be waiting for confirmation are not published by Nintendo, so you cannot blame them for delaying or not releasing them at the pace that you would want. The only one I can think of that Japan has and we don't published by Nintendo is Fire Emblem and that is very text and dialogue heavy so it will take time to translate it and even more if the decision to bring it has not been made yet.
