That was actually a pretty reasonable estimate to make when the game was released. With 1.5M it was 2nd in 2007, but the same amount would've given it only the eight place in 2006.
I have no idea why, but last year saw notably less extremely well selling games in Japan the year before. The difference is much smaller, although still there, if you leave out NSMB and Pokemon D/P (both amongst the top 5 best selling games of all time in Japan), so it might just be normal market fluctuation. Or Japan might be going down, who knows. =P
