I'll say... now that it was looking likely...
For some reason i associate these news to Binary Domain, wich was developed by SEGA themselves. I think its a good game and i got it day one, but the game seriously failed sales wise in europe and the US. It did so so in Japan.
Its a shame, because it was showing a trend going back to the glory days of awesome software.
Really... i just hope those HD remakes of Shenmue and Shemue 3 dont get axed. I'm pretty sure Shemue 3 would outsell Binary Domain by alot.
With that said, comparisons between SEGA and THQ are hilarious at best. SEGA merged with Sammy and had a restructure already. The company has been showing profits, and the news show the company will still have profits, just half of what it predicted.
Restructuring means they will cut on the expenses to please the investors that were expecting greater returns. I dont see how that is a good thing in the long term as it only turns the company smaller and less likely to achieve said projected profits in the future.
I don't think Sega is still struggling with the loss of hardware. Sega is struggling to produce high end software. Sega did change when they lost hardware but the company has restructured.
I am pretty confident this announcement is a preemptive move. Sega sees the next generation costs are going to be double to triple and Sega realized they simply cannot produce all the games they do now. Fact is Sega cannot afford to take risks if they are going to make the jump to the next generation.
As for the whole relying on high end strong IP. THQ is establishing new high end IP to survive off of. This is not bad they are creating new properties focusing on high quality.
Fact is Dev costs are simply going to be too high for developers to release software that isn't a sure thing. That means big budget high quality software and/or established software.
I really hope Sega and other publishers release quality software for WiiU to offset costs of next generation Sony and Microsoft hardware.

THere was supposed to be an updated VF5 coming to PSN/Live really wished they didnt cancel that one too as im tired of playing my online-less PS3 version

Yeah, but it seems like Sammy has been carrying the load thanks to their pachislot business for a long time now. It seems like they've finally had it with Sega and are putting them on a tight leash. Word on Twitter is that Sega of America itself has been canceled (along with any hopes of Shenmue III ever ever).
Sucks to see Sega dying all over again, because Binary Domain is my GOTY so far. 
Binary Domain is a SUPERB game.......... such an amazing looking future setting (the start of chapter 3 looks breathtaking) tight gameplay, tonnes of bosses & weapons...... and a damn fine story with lots of cutscenes to boot.
Any TPS fan owes it to themselves to give it a shot.
As for franchises........ perhaps if Jet Set Radio sells well on XBLA/PSN they may consider bringing the franchise back.
Also, due to XBLA/PSN 2D games have made a strong comeback lately......... now would be the perfect time to give us Streets of Rage 4 (in 2D of course)
