Finished at 35 hours.

Yes, it is worth the money. I would rate it a 9/10.

You don't have too, as there is a voiced catch up database you can listen to. Though I would recommend you play XIII so you can get the full experience.

I played XIII up until here: (7:09) 

I could not get past that part so I just gave up. XD
