I'm assuming he means, he finds it disheartening when those very people that claim other games whose focus may not necessarily be to have excellent stories, get praised for their stories, but don't make the same claims for Uncharted.

I haven't played uncharted 3 yet. Uncharted 1 and 2 are for me poor story but great storytelling.
I think though in terms of ideas or other things like music, camera control and feeling naughty dog do well.
Personally and those who have played it I think will agree, Alan wake is another level on terms of storytelling design. Its tv episodic feel, mixed with the best camera work in gaming yet and the best choice of music for any game is put together brilliantly. remedy raised the bar yet untouched in how to tell a story. Alan wake is an experience as much as a game.

Also from what I've played of heavy rain id put that above anything naughty dog has done in terms of storytelling.

This gen storytelling failiures?
Resident evil 5 and metal gear solid 4. Those games had awful camera work and the usual suspect videogame music.
