I think it might be more correct to say that it never was officially above 20% to begin with.
After ioi adjusted the numbers to a more accurate sales data breakdown, it yielded a PS3 market share of under 20%, instead of what the original extrapolated data showed (which was over).
But I did find it kind of funny, as I noticed it too.
