To clarify the "keeping the choice with the majority", take this example:

every townie votes for a different person with no clear majority. The mafia all vote for one person of their choice, making him the investigation, and then killing him.
In this way, the mafia know exactly who will be copped, and kill him, as opposed to doc, who really gains no advantage over any regular game.
So, with discussion, we at least KNOW who has a good chance of being copped, giving the doc an advantage, and making the mafia decide on killing that person or not out of fear of protection and losing the night kill.

That's the benefit, as I see it. However, this advantage is not as clear as it appears. If the mafia simply go after someone else, then it's basically a typical mafia game with no advantage on either side?

The thing we need to discuss is to who would discussion benefit most, and how to swing the benefit into town territory.

If we do not discuss who to have investigated there will less likely be a concensus in the votes and the mafia would likely be able to swing the vote however they want and just kill him.

You are also forgetting the option that we might actually get the cop to investigate someone who is scum and not likely to get night killed anyway. After all that is the real goal of the cop to find scum, not to confirm townies.

Discussion would benefit town more. Since just like the lynches mafia woudln't want to have themselves be investigated, it pretty much give us another layer for trying to find them.

It feel that it would generally be useful to discuss investigation targets - but we can't guarantee that all town players will PM Stefl with the same choice that they said in the thread. I suppose that it would at least make the mafia weary just in case - better than no discussion at all

Im actually with Prof on this one,  talking about who we should have the cop investigate would just be a blueprint for the mafia to follow on who they need to kill.  

a few things

1. what if we have him investigate scum?

2. what about a doc?

3. so would if be better to just let the scum pick who they want to investigate since the towns votes are likely to be scattered while the mafia vote can be united?

4. We could even come down to 2 people we think should be voted for.

I'm with Wonk on this one - if we don't communicate at least a little, then only the mafia get any benefit from the investigation part of the round
