The sperm clinic behaved highly unethical by allowing so many women to use his sperm (or allowing him to donate so much sperm in the first place). it's really not good for so many people to share the same father.

He's also obviously not very smart, as he's liable to pay child support to the underage children.

Yep, they are. Heck, we've had several threads regarding that issue on this very site.

Anonymous sperm donors are not. If they were held liable for child support, then why would any man want to donate his sperm? I sure as hell wouldn't want to have to pay child support for 70+ kids when I donated as an act of generosity.
