Kyogre NEEDS Thunder. Thunder has 100% accuracy when Rain Dance is in effect. I'd switch Kyogre from using Surf with Brine (both attacks hit your teammate, but if you foe is below 50% health, Brine's base attack doubles to 130, and is a STAB).
Mewtwo at Lv100 gets Aura Sphere; the same attack Lucario gets but at Lv37. Aura Sphere has base damage of 90 and has no accuracy, meaning it hits ALL the time (except when Dig, Dive, Fly and Bounce are used). Dialga gets Aura Sphere at Lv90, though. Mew also gets Aura Sphere and so on. For Mewtwo, that attack can hit dark-types for effective damage.
Arceus. I have the Azure Pipe on both Diamond and Pearl. I used an Action Replay to make the Mystery Gift man appear in a Poke Mart and give you the item, making the in-game event to obtain Arceus possible. And the two event items to obtain Shaymin and Darkrai (Oak's Letter for Shaymin, Member's Card for Darkrai).
