I think both eel and water snakes swim like that. How else could it swim with a long body?

it could have tiny flaps (like caterpillars that have many legs) or swallow water then propulse it out the back (both suction and propultion... i don't think it exists though). or to resemble jellyfish... it should just use the long body to be carried by the currents :p
anyways this is probably in the eels family then.

The jellyfish is more like a blob than a fish, which makes this "eel" more fish than the jellyfish :)
